CELPIP is not as widely known as IELTS or PTE Academic in Australia, but for a specific group of candidates — those with a Canadian immigration or citizenship pathway — it is one of only two accepted English proficiency tests for their application. This guide explains what CELPIP is, how it works, and who needs to sit it.
What is CELPIP?
CELPIP stands for Canadian English Language Proficiency Index Program. It is a Canadian English assessment developed by Paragon Testing Enterprises (a subsidiary of the University of British Columbia) and accepted by Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency and citizenship applications.
Like PTE Academic, CELPIP is fully computer-delivered and results are returned quickly. Unlike IELTS, there is no face-to-face speaking component — speaking responses are recorded via microphone. The test is designed specifically for the Canadian context and uses Canadian English in its content and scenarios.
The two versions of CELPIP
CELPIP-General:
The standard version for permanent residency applications. It assesses all four skills: Listening, Reading, Writing, and Speaking. This is the version required for the majority of Canadian immigration applications, including Express Entry (the federal skilled worker programme). Duration is approximately three hours.
CELPIP-General LS:
A shorter version covering only Listening and Speaking. Accepted for Canadian citizenship applications where the language requirement is lower than for permanent residency.
How CELPIP scoring works
CELPIP scores are reported at levels 1 to 12, corresponding to the Canadian Language Benchmark (CLB) scale. The CLB is Canada’s national standard for describing English language proficiency in an immigration context.
For Canadian Express Entry applications, the most commonly required score is CLB 7, which corresponds to CELPIP Level 7 in each of the four abilities. Higher scores earn additional Comprehensive Ranking System (CRS) points in the Express Entry pool:
- CLB 7 (CELPIP 7): base threshold for most skilled worker categories
- CLB 9 (CELPIP 9): earns additional CRS points — a meaningful score target for competitive Express Entry profiles
- CLB 10+ (CELPIP 10+): earns the maximum English language CRS points
For Canadian citizenship applications (the General LS version), the requirement is typically CLB 4 in Listening and Speaking.
CELPIP vs IELTS for Canadian immigration
Both CELPIP and IELTS General Training are accepted by IRCC for Canadian permanent residency. The choice between them is similar to the PTE-vs-IELTS decision for Australian immigration:
- CELPIP: fully computer-delivered, fast results (4–8 business days), no face-to-face speaking component. Designed for a Canadian audience and uses Canadian English in its content.
- IELTS General Training: globally recognised, human-marked writing and speaking, available in more countries and testing centres internationally. Better suited to candidates who are not based in Canada or who need a test result that is also usable for other purposes.
For candidates sitting the test in Australia with a Canadian immigration pathway, IELTS General Training has a practical advantage in availability — CELPIP testing centres are concentrated in Canada, with limited international availability. Check test centre locations carefully before deciding.
Who takes CELPIP in Australia?
CELPIP is not commonly encountered by candidates whose only pathway is Australian migration. The typical profile of an Australian-based CELPIP candidate includes:
- Australian residents or citizens who are also pursuing Canadian permanent residency under Express Entry or a provincial nominee programme
- Former Canadian residents now living in Australia who are applying for Canadian citizenship
- International students in Australia who plan to transition to Canada after completing their studies
If your pathway is solely Australian and does not involve Canadian immigration, CELPIP is not relevant to your situation — PTE Academic or IELTS will be your English assessment options.
How to prepare for CELPIP
CELPIP preparation is similar in approach to PTE preparation: familiarise yourself with the format, practise under timed conditions, and take scored mock tests with detailed feedback. The official CELPIP website offers preparation materials and a practice test. Revise Education’s CELPIP course provides structured coaching for candidates preparing for the Canadian immigration pathway.
Revise also offers coaching for PTE Academic and IELTS if you are comparing options across your migration pathway requirements.
